Is the Fool walking in the wrong direction?

I read somewhere, don't remember where (maybe Paul Foster Case) that where a sun appears in Tarot cards it is never at its zenith as, probably symbolizing God/Keter, when you are dealing with an unlimited power source it never reaches it peak.

The sun on the Fool fits this, but if the card really is showing the path from Keter to Chochma, which makes sense looking at the card (several other majors also show the paths) as the diagonal from the sun down his rod distinctly alludes to this, then isn't he walking reverse, in the wrong direction from where his path is, and is in fact showing the path of the Magician?
