What a joyful looking card.

In the foreground we see a man or woman who is standing at a vantage point above a body of water that looks like a river. 3 sailing ships can be seen in the distance.
The person watching the ships seems very pleased to see them, in fact she is jumping, presumably for joy.
She stands between 2 wands which are planted upright in the ground and she holds another wand with both hands, horizontally above her head. Together the 3 wands give the impression of a gateway, doorway or arch.
At her feet are her shoes and a large bag which looks full.

So she seems to be pleased to see the ships which could be returning from a successful voyage or just setting off on one.
Since this is a three and threes are the product of one and two then the direction of the boats and whether this is the beginning or the end of a voyage would depend on the context of the reading.

She's up high so she can see the whole scene easily. She can see the bigger picture.

This card to me is about the successful beginning of a venture. It could also be about taking your ideas or actions out into the wider world or even about looking at something from a distance or trying to see the big picture without bothering too much about details.
There is also an element of waiting in this card. It is the action taken after the two but the result of the whole thing isn't apparent now, we'll need to wait and see.
