Actually that is classic tarot. "Authority" is Kings and Emperors, in other words, senior managers, people who sit on the Board of Directors, government oversight. Business on the other hand are the money people, venture capitalists, the international flow of money.

In the older books, Swords are the Warrior and Chieftain class while Pentacles are the merchant and business class.
