For me it has to be the Absolute Beginner's Guide to Tarot. I bought it in 2007 and have never felt the need to get another tarot book at all. It's not only a very good introductory book for beginner readers, but it also works really well for people who have been reading for years, like me. I keep going back to it again and again, and not just the section on the card meanings.
There is an excellent review of it by Solandia, which gives a good overview of the contents, and I really would highly recommend this book to anyone starting out in tarot, as well as more experienced readers as well:
