As for tarot in Austria, my great aunt has been a professional reader/astrologer for decades. She tells me tarot readers in Austria tend to start with a deck called Kipperkarten. Kipper is a deck of 36 cards, very similar to the French Lenormand, but more to the point and simple. However a lot of readers use rider Waite, including my great aunt.
I would order decks off amazon.at or amazon.de (Austrian and German amazon). It's cheaper that way.
Last, from what I'm told, if you read for the public, they expect you to be certified. Not sure what exact license it is, but it's a way the country tries to lessen consumer fraud.
