It's from the Witches' Tarot, the older version. The coloured circles at the top and bottom are the tip off because they're Qabalah circles.

Yep, the late Ellen Canon Reed designed this deck. She was wonderful. 
You can't actually lay this deck out joining all the related circles properly - it's a fascinating exercise to try, and frustrating, just like the woman herself.
