Her face is covered (except for her eyes) and the light shines on a nearby woman in a made from strands of beads. The light allows discernment of part of her face. Hands are raised in the background (celebration? Release?) and are reaching toward the light.

This card indicates illumination; light over dark

NOVT book: release from stress (physical or otherwise); physical release. Carnival is the end of Lent (40 days and nights of abstinence) and there is a big celebration. This ties in with the traditional RWS meaning of completion.
