I definitely see Temperance as waiting. Waiting for exactly the right moment/timing is everything, take a careful approach. 2 of Swords for sure, like holding off for the moment/weighing the options, and 8 of Swords more in a sense of waiting out of fear, being afraid to take any action.

Funny- I was just reading an interpretation of the Moon card that said it meant being patient through the phases of gestation (the card's association with pregnancy and menstruation, cycles of the tide, etc.)
And it might be worthwhile to try to contrast these with "cards of action" like the Magician or the Knight of Swords to get a better fix on them.
