"Unconditional" implies "indiscriminate." The phrase "under will" would seem to "conditionalize" it to a higher purpose. It's "applied" love. Not separate, just directed as opposed to amorphous and all-pervading.

Yes, I was trying to think of a substitute for "divine" that didn't have theistic connotations.
