I seldom see the Queen of Cups as overtly active. Except for the Queen of Wands, who can get restless on her throne, the Queens seem content to sit and contemplate (in some systems they're described as "preserving" and "conserving"). I can see the Queen of Cups as being kindly and gracious but mainly retiring. I don't see her initiating action, but she might not be averse to friendship if it were brought to her doorstep. In the "Trumps-and-Courts" model I set up, I consider her the "little sister" of the High Priestess, so there could be an element of quiet mystery about her.
