In "The Ceremony of Consecration on the Threshold of Sacred Mystery," Waite reveals what is meant by "law":
"The liberty of the Gospel is the freedom of the soul in union with the Great Task-Master Who ordains the law of love."
Waite's language in the PKT is strikingly similar: "This card signifies the divine motive in man, reflecting God, the will in the liberation of its union with that which is above."

and
"The reign of law is love, which rules in all. There is one law alone, one rule and reign, and love is love for ever."
The Waite-Smith Devil is also described as "blind to the liberty of service" and in bondage. The main difference between the Magician and the Devil it would seem is love.
