Questions about Zodiac Trump Series Order - Minchiate 'Tarot' Deck

In the Minchiate deck, the Zodiac trump series starts with Libra (rather than Aries). Moreover, the sequencing in the Minchiate Zodiac trumps is different from the sequencing that we see in today's astrology books for the twelve astrological signs (e.g., in the Minchiate, Cancer doesn't follow immediately after Gemini).

The following is the Minchiate Zodiac trump series order:

Libra (Cardinal - Air)
Virgo (Mutable - Earth)
Scorpio (Fixed - Water)
Aries (Cardinal - Fire)
Capricorn (Cardinal - Earth)
Sagittarius (Mutable - Fire)

What, if any, are the explanation and rationale for

The Zodiac trumps are XXIIII to XXXV.

By the way, here's what Williams, in his book on the Minchiate deck (at p. 155), writes about the Trump series:

"The Minchiate Zodiac series disregards the true order of the months and begins with the sign that rules the period after the autumn Equinox."

Thus, he sheds no light on my two questions.

As previously noted, Libra is the sign in which the autumn equinox occurs.
By so starting the sequence with Libra, this orders the months contrarily.
