Regarding your reference to 3 of Wands--perhaps more appropos from the deck's point of view to refer to it as Black Tortoise Three (3).

[I would tend to see the higher position at the top would provide a vantage view of the lay of the land/water, so to speak. Which can offer more information or resources for the future.]
