CI#1 (15) - The effect that the specific action has on that part of the problem

CI#3 (37) - The effect that the specific action has on that part of the problem
CI#4 (48) - The effect that the specific action has on that part of the problem
Remember that a specific action may have a negative effect on that part of the problem, but jointly all the actions should have on overall positive effect. Of course more cards could be added for more involved problems and cards could be removed for less involved problems.
