The Minchiate is mentioned first in 1466 (although the letter is lost), next in 1471.

The Mantegna is speculated to have existed around 1465, but the evidence is thin. The Lazzarelli-manuscript is dated in Kaplan, for 1471 - its existtence suggests the existence of the Mantegna, but again: still a little insecure. The existence of Mantegna seems to be sure with the 90ies.

All this doesn't change, that the iconography and the system of the 7 virtues was an often used medieval topic, already known since the Psychomachia (around 400 AD).

Returning back to your question. If a deck used some virtues or no virtues or all virtues happened just according the taste of the designer, in any case the designer didn't invent the system, he/she just "used" an iconographical concept, which was broadly used by others long before him/her.
