Well, from my childhood I do know that in general per omnia means for ever. as in "Through all." Short cut, kinda. As in per omnia saecula saeculorum
So he shall possess the earth for ever, maybe ? (possidebit = he shall possess.)The rest should mean "it shall now be built..."
