Artistic conception, "artwork" - imagination and/or creativity - which matters more?

I think that the concept and technique are equally important for a deck to be useful. The concept embraces the symbolism to be used, and the technique translates the concept into understandable terms. An excellent concept with poor technique leaves the concept somewhat trapped in the creator's mind and makes it inaccessable to the masses. On the other hand, excellent technique with a weak concept results in an image that can be appreciated, but which has no soul, so to speak. That's my two cents in the currency of your choice.
