When you think of a Page, think about a young boy who is told, "You're going to be the message boy. It's an important job and you'll need to be vigilant about it if you're going to advance to a Knight in a few years, so put your mind into it and do a good job!" So this young boy thinks "Oh wow! This really is an important job and I'm going to do it better than anybody!"
He decides that, since he's the bringer of information, he's going to expand on his duties somewhat in order to be an even better message carrier and he starts keeping his eyes and ears wide open no matter where he goes or what else he's doing and he overhears and sees all kinds of things, bringing all that information back to his superiors, too.
That's the sort of "spy" the Pages are. They're young, immature, impulsive, and they don't have a lot of wisdom yet, but they're diligent, sincere and energetic.
