Heh, I've been getting this card a lot in the same position and circumstance.
I'd also say that in this position, it can mean 'facts not in evidence.' HP keeps secrets--that's one of her jobs, after all. It can mean there's something you're not seeing, or hidden forces that aren't visible atm.
This card in this position, for me anyway, means WAIT. There are hidden forces which MUST be considered for any progress to be made. That doesn't mean people are being dishonest. It also doesn't mean that the questioner should walk away from the situation. It DOES mean hold on and bide your time. Make no plans, move in no direction, just observe from the outside with a dispassionate eye.
'Give it a rest' for me is the Moon card. That means literally sleep on it. HP, not so much.
