I saw this too, and I'd like to discus this card in further detail, if that's alright with you.
The thing that strikes me about this particular detail, is that the Wheel of Fortune is a random-acting entity. As the book says: "Sometimes viewed as fate, this wheel frightens most of us because its turning is beyond our control."
If the wheel had these symbols in any type of order (which, obviously it does not), it would not be as frightening (I take this card in a neutral state-of-mind), and intriguing, and often-times confusing. There is not even a pattern to be found in these symbols, which makes the wheel that much more of a mystery to interpret at times (it showed up in a Relationship Spread I did last night--upright--about my relationship with mother), and the position it took was: 10. How the other person (mother in this case-- I'm not adopted) saw you upon first meeting.

Its a good spread, but when this card turned up it threw me for a loop! I'm still trying to figure out how to interpret this one! lol
