The attached diagram indicates the signs and their rulers in the in the central sectors, the exalted planets in the next ring, and the decans in the outer ring. (From the rulerships and exaltations it is easy to determine the detriments and falls.)

Enumeration is always done counterclockwise (as in trigonometry).

Here is an example of determining the decan of a pip card. All you need to remember is that 2, 3, 4 are cardinal, 5, 6, 7 fixed, 8, 9, 10 mutable.

7 of Cups. This is fixed water: Scorpio. 5, 6, and 7 are the three decans in increasing order, so 7 of Cups is the 3rd decan of Scorpio. From the chart we see that this is the decan of Venus in Scorpio. (Counting is always done counterclockwise, so the 1st decan is Mars, and the 2nd is Sun.)

More about the 7 of Cups

The 7 of Cups is characterized by Venus in Scorpio. So what does this mean? There are a couple of things to consider. Look straight through the center of the circle from Scorpio to the sign of Taurus. Taurus is the sign opposite Scorpio. Therefore influences which are favorable in Taurus tend to be weakened or even unfavorable in Scorpio. Venus rules Taurus, so it is said to be in detriment in Scorpio. Also, the Moon is exalted in Taurus, so it is said to be in fall in Scorpio. The Moon and Venus are both feminine planets. Therefore the 7 of Cups is controlled by a weakened or even unfavorable feminine influence. Here it is manifested in an attractive fluffiness which may seem pleasant and even magical, but in reality it is misleading and insubstantial. It's magic is that of an illusionist. The Golden Dawn title of the card is Lord of Illusionary Success. You may think that everything is hunky-dory, but beware that it may be all smoke and mirrors. The Rider-Waite 7 of Cups illustrates Pixie's take on this interpretation.

ETA. I'm not inclined to bring the "infamous" Tree of Life into the mix, but to complete the interpretation of the 7 of Cups, it seems to be necessary. The 7 of Cups is Sephirah 7 in Briah. This Sephirah is the circle of Victory (Netzach). That's where the "success" aspect comes from. However, the altered planetary influences make the success illusionary.
