The attached diagram indicates the signs and their rulers in the in the central sectors, the exalted planets in the next ring, and the decans in the outer ring. (From the rulerships and exaltations it is easy to determine the detriments and falls.)
Enumeration is always done counterclockwise (as in trigonometry).
Here is an example of determining the decan of a pip card. All you need to remember is that 2, 3, 4 are cardinal, 5, 6, 7 fixed, 8, 9, 10 mutable.
7 of Cups. This is fixed water: Scorpio. 5, 6, and 7 are the three decans in increasing order, so 7 of Cups is the 3rd decan of Scorpio. From the chart we see that this is the decan of Venus in Scorpio. (Counting is always done counterclockwise, so the 1st decan is Mars, and the 2nd is Sun.)
