Oh, that's an easy one! There's a few rubber stamped decks, independently published, and a lot of magazine/photographic collage decks.
Get yourself a ton of old magazines from friends or rummage sales, and start cutting. Put all the possible use pictures into envelopes & start with any card you want to make at first. If you use index cards, those are a nice large size, but you can also glue the pictures onto two decks of regular playing cards (not enough cards in just one deck, so you need to buy two). Check out the dollar shops for low cost card decks.
Not being able to draw is no hinderance to making a deck of your own.
