The same cards keep popping out

This means that they're trying to give you the same message over and over, and you either haven't interpreted the message correctly yet, or you are not acting on that message in your real-world life (Tarot makes nothing happen: it tells you what to do to make things happen).

Absolutely not. If you need to have that message given to you until you finally either understand it or change your behaviour accordingly to improve your life, you'll get the same message with any deck. Given that different artists sometimes show different energies on the same cards it might be a combination of different cards that keep coming out, but it WILL be the same message. Until you get it. And then, until you act on it.
