Revisiting this I think the key here is not the cat but the colour. Cats do represent most of the things we have discussed but a black cat is a "special case" and I would hope both Waite and Smith would know that.

Black cats in particular were believed to have magic powers so this is a symbol that represents some of the hidden aspects of the queen of wands. Did you know farmers used to scatter the ashes of black cats over their fields to ward off bad insects and animals? She is a sign of liberty and a sign of a good solider in heraldric tradition.

The cat is typically feminine and a black one adds the dimension to the symbol: it reinforces what the queen of wands is: women, rooted in the deeper side of intuition, the mystery of the "dark" side of life, that hidden from the light, like the Moon card...unlike simple man and his lesser psyche ;)
